The events of October 2023 have presented Israel with the need to provide appropriate treatment to cope with mental traumas of unprecedented scale.
HOMIYAH, a nonprofit organization, was established to address these acute needs, as a clinical collaboration between the Clalit healthcare services, Columbia University in New York, and other research and treatment institutes in Israel and the USA. The establishment of HOMIYAH was made possible thanks to the HT4IL donation and others.
HOMIYAH has been working to ensure high-quality trauma and post-trauma care in public mental health clinics, based on the HOMIYAH model for managed care in post-trauma treatment.
HOMIYAH’s vision is to ensure that every trauma survivor in Israel has equitable, accessible, high-quality, and evidence-based trauma-informed mental health services within the public system. This is achieved by supporting clinics in becoming trauma-informed clinics, according to a structured model that includes sensitive assessment, personalized and modular treatment matching, and continuous monitoring of clinical progress and well-being, all while maintaining rigorous standards of care.
The importance of this initiative lies in its ability to create a more professional, accurate, and accountable system of care for trauma survivors in Israel. Managed care enables the assurance of treatment quality, greater transparency for patients and the health system, and a significant upgrade to public mental health services. In addition, it allows for precise prioritization of treatments, both in terms of urgency and clinical fit, thereby maximizing the capacity of the public system to provide effective care within existing resources.
The managed care model is based on three core principles:

This approach ensures a transparent, precise, and continuously monitored therapeutic process. Care is guided by validated assessment tools, evidence-based treatment selection, and systematic measurement of symptoms and functioning at multiple points throughout treatment. The model enables clinicians and clinics to work according to a shared professional standard and to adapt interventions accurately to the stage and presentation of trauma-related responses.
A trauma-informed clinic operates according to clearly defined professional criteria, including structured assessment, evidence-based treatment matching, and ongoing monitoring of symptoms and functioning.
HOMIYAH’s vision is to establish a network of trauma-informed clinics across Israel, ensuring that every trauma survivor, adult or child, can access precise and professional care. Embedding these clinics within the public health system expands the availability of dedicated trauma treatment and improves accessibility for diverse populations.
This model enables clinicians, clinics, and health systems to adopt unified work processes, enhance treatment quality, and build a system capable of delivering professional care at a national scale, both in routine conditions and during times of crisis.
